MS Outlook has more features than Outlook Express but it will cost you. Outlook Express comes with Windows Operating systems while Microsoft Outlook comes with Microsoft Office hence you will require to purchase additional license for Microsoft Office.

The Outlook Express email client is primarily designed for home users and provides only email and newsgroups functionality. While MS Outlook is mainly designed for business or corporate users and contains emails, personal calendars, group scheduling, task, contact management, and much more. I personally chose MS Outlook. I should say, I haven't faced any issues with this email client. Also, I started using Email Detail Search to look for the right email by a keyword or date in an old PST archive. It makes the process of work much easier.

Outlook and Outlook Express both are Microsoft application but When first launched Outlook express then it was in-built email client for Window XP. After that upcoming window version of Microsoft replace Outlook express to Window Live Mail. Today, Outlook is mostly preferred than Outlook express and Window live mail. Because Outlook comes with more advance features and simple user interface. Outlook stores data in PST or OST format while Outlook express uses DBX or EML format to store the emails.

Mostly user transfer their emails from Outlook express EML to Outlook environment.
