Google Bombing is one of the traditional SEO techniques in which spammers used to build back links in bulk with a common anchor text which is not related with the subject matter of the concerned website in order to get top positions on the search engine result pages (SERP).

It is related to Spamdexing, which is one of the SEO techniques to change on page factors like repeating unrelated keywords in Meta Tags or in the content section to get higher ranking in search engines.

It's definitely black hat technique. Basically it's generating a large amount of back-links using false anchor text and making a website appear on SERP's that it should not be on.

 Google bomb refer to practices, such as creating large numbers of links, that cause a web page to have a high ranking for searches on unrelated or off topic keywords phrases, often for comical or satirical purposes. In contrast, search engine optimization is the practice of improving the search engine listing of web pages for relevant search terms.

Google bombing generally involves artificially inflating the number of pages that link to a page and the words used in the link's anchor text.
